The Progress grant is intended to help progress sport and activity to the next step and support long-term sustainability.
The Progress grant can also fund items that are essential for a return to play.
This grant is intended to help clubs and organisations work towards three principles:
- Tackling inequality
- Creating long-term solutions to be more sustainable
- Taking innovative approaches
Applicants will need to demonstrate how the funding they are requesting will develop their sport or activity and impact on at least one these principles.
Only one Progress application per applicant, per financial year. Please note that where relevant, applications should be for a ‘whole club’ and not individual age or gender sections, as the latter will be classed as the applicant’s sole submission for the year.
What do these principles mean?
There are several demographics that are currently underrepresented in sport. We will support applications that have an impact on participation rates and representation for:
- Women and girls
- People with a disability
- People from a Black, Asian and Minority Ethnic group or background (BAME)
- Lesbian, Gay and Bisexual people
- Transgender people
- People living in social economic deprivation / disadvantage
- Those who use the Welsh language
We want to ensure that community sport is set-up to succeed in the future. Applications that support lasting improvements will be prioritised.
Applications will be supported if they are able to demonstrate a new approach to the delivery of their sport. This may include innovation in how they are delivered, in responding to the medium and long-term challenges of Covid-19, or the type of activities that are delivered.
The minimum award is £300 whilst the maximum award is £50,000.
The funding is awarded on a sliding scale:
- 100% grant up to £10,000
- 90% grant for awards between £10,001 and £25,000
- 80% grant for awards between £25,001 and £50,000
We would require a minimum of three quotations to be submitted for any individual item costing more than £250.
We expect applicants to commence their project within one-month of receiving funding.
WHAT WE CAN FUND
Applications will need to align to at least one of the three priorities of ‘addressing inequalities,’ ‘long-term sustainability’ or ‘innovation’.
It is important that applicants are not focused on what they can get funding for, but rather what their ultimate needs are. The panel making decision on funding will be looking for information on the unique circumstances of the club, organisation or activity and how they relate to one or more of the key fund criteria. You should provide as much detail as possible.
As a GUIDE ONLY, some applications are likely to focus on:
- Using technology to engage more participants, such as providing online sessions, or using online tools to help with income generation.
- Coach education at Level 1 where there is a proven need.
- Upskilling of volunteers where the club has gaps in skills or experience.
- Equipment that enables more people to take part.
- Different and innovative ways in which the activity can be delivered.
- Approaches that target specific underrepresented groups.
The Progress grant can also be used for:
- Helping your club or organisation to re-open facilities so that people can take part. This could be putting in place measures to take part indoors or outdoors and follow social distancing rules.
- Resources that help your club or organisation meet Government and public health guidance on social distancing.
- Giving people the confidence to take part and encouraging members or participants to return to your club.
- Encouraging more people to take part.
- Innovative solutions to get people active, such as use of technology.
- New clubs, teams or organisations that want to set-up, but need help to follow Coronavirus guidelines.
- Priority will be given to applications that directly impact participation for the sport/activity in question.
- Although not necessarily needed at the time of applying, certain capital projects will require the necessary planning consent, prior to any award being made. If in doubt or require further guidance, please contact email@example.com.
- Applications relating to gyms/fitness facilities will only be considered if the request meets a clearly agreed and identified NGB priority.
- Applications for floodlights will only be considered for training purposes only.
- Pitch improvements/pitch drainage. In the first instance, and prior to any application being made, clubs should contact their National Governing Body. If the proposal is deemed to be of suitable priority, the applicant must fund a pitch survey (sometimes referred to as a PQS) to determine the level of work required. All applications for pitch improvements/drainage to be capped at 50% of the project costs, up to a maximum of £20,000 (plus fees), although in certain circumstances, due to the discretionary nature of the fund, awards of more than 50% may be considered. To varying degrees depending on the nature of the work, there will be an expectation that a suitably qualified project manager would oversee any agreed project.
- All venue hire requests to be capped at 2hrs/week for 10 weeks. This can include appropriate venue hire in relation to Covid-19 regulations. Once venues have returned to normality, only venue hire for new teams can be considered.
WHAT WE CANNOT FUND
There are a number of things that are ineligible for this funding:
- Applications requiring the necessary legal consent should come from the freeholder itself, or the leaseholder with the necessary permission;
- No retrospective funding will be considered;
- No personal items will be considered, e.g. playing kit, water bottles, footwear, protective equipment.
- No personal electronic devices will be considered. Support for applications where electronic devices are concerned will only be considered where there is a clear demonstration to how they would be part of an innovative solution for the club or activity.
- No applications relating to National Governing Body criteria will be considered, e.g. stands, dug outs, barriers.
- No salaried posts will be considered;
- No affiliation fees will be considered;
- No applications from clubs linked to educational establishments will be considered. For example, university teams or upgrading of education facilities
- Only professional fees relating to statutory obligations (planning applications, building regulations, legal fees) will be considered;
- There are specific aspects that Sport Wales will fund under the ‘Protect’ and ‘Prepare’ strands which would not be applicable under ‘Progress.’ You should read the guidance across all three elements to determine the most appropriate strand for your application.
- We will not support requests for elements previously supported via ‘Protect’ and/or ‘Prepare.’
- Other than for appropriate Protect applications, no support will be considered for running costs and general maintenance. Although not an exhaustive list, this to include utility costs, premises maintenance, insurance, rent and grounds maintenance. Applications for maintenance equipment, such as mowers, can be considered up to a maximum of £5k.
- No funding will be provided for cardio-vascular equipment. Although not an exhaustive list, this includes items such as treadmills, rowing machines and spin bikes.
WHO WE CAN FUND
The Be Active Wales Fund is available to not-for-profit sport clubs and organisations delivering community sport and physical activity.
These organisations include:
- Voluntary and community sector organisations that deliver or enable sport and/or physical activity, including organisations that are not solely or primarily sports organisations and have an important role to play in keeping people active, that may need support for other parts of their organisation to remain open.
- Small charitable trusts that do not qualify for financial help elsewhere.
- Regional bodies at risk of financial hardship.
WHO WE CANNOT FUND
This fund is designed to help grassroots sport and physical activity providers. This means we're not able to help the following organisations with this fund:
Local authorities, including town and parish councils
- Schools, colleges and universities
- Commercial sport and physical activity providers, e.g. private gyms
- Leisure operators
- Individuals who are either employed or self-employed within the sport and physical activity sector.
- The Be Active Wales Fund will not support organisations/clubs linked to educational establishments. For example, university teams or upgrading of education facilities.
