Salary –   Grade 5 - £30,772.72 - £33,926.93 

Working Hours – 37 (consideration will be given to job sharing / reduced hours in line with our flexible working policy)

Contract Type – 12-month fixed term (with the opportunity for secondment)

Location –  Cardiff

Sport Wales is the national organisation responsible for developing and promoting sport and physical activity in Wales.  We are the main adviser on sporting matters to the Welsh Government and are responsible for distributing National Lottery funds. We aim to not only improve the level of sports participation at grassroots level but also provide our aspiring athletes with the support required to compete successfully on the world stage.

How you’ll contribute

This is an exciting opportunity to play a key role in the Governance, People and Ethics Team.  Having well run, well led organisations is a key foundation for the success of any organisation and, therefore, their ability to maximise their contribution to The Vision for Sport in Wales.  We want to ensure all our work contributes to an active nation where as many people as possible are inspired to be active through sport.

As the Governance & Sector Resilience Support Officer, you will be supporting the Governance and People Development Team through, amongst other activities: the development and implementation of a new Capability Framework (to be launched in 2025); the coordination of partner requests for governance support by liaising with consultants, and other subject matter experts; managing governance risks as they occur to efficiently and effectively mitigated against them; and supporting the ‘sector resilience’ work which includes meeting with partners to identify their needs and subsequent support requirements.

This position will provide you with the excellent opportunity to develop experience in leading on areas of work which contribute to enabling sport in Wales to thrive.

Who you’ll work with

You will be working with a broad network of organisations so together we can create environments which promote good governance and continuous improvement.  This will involve working at a senior level with key strategic partners including: National Partners, Sport Partnerships and National Governing Bodies of sport, a range of ‘Subject Matter Experts’ and many more.

Internally, you will work within the Sport System, Governance, People and Ethics Team as well as working collaboratively with colleagues across Sport Wales to ensure matters relating to good governance, ethics and integrity are fully supported.  

In addition, you will represent Wales at a UK level on matters relating to governance, ethics and integrity.

What you’ll need

We are looking for candidates who recognise the importance of good leadership within a strong, ethical organisational culture, and are motivated by playing an important role in supporting the delivery of our new Capability Framework. You might not have a lot of experience within Governance or Sports Systems, but if you’re a learning-led individual with transferable skills and keen to build your knowledge in these areas, then this position represents a great development opportunity.

Suitable candidates will have the ability to build open and honest relationships whilst robustly role modelling our values to external organisations. You’ll also be able to efficiently balance conflicting workloads, possessing good planning skills and be comfortable with finance systems.

The ability to speak Welsh is desirable, although not essential.

Responsible to

Senior Governance Officer

Job Purpose

This is an exciting opportunity to play a key role across the Sport System Directorate and specifically within the Governance Team.  You will have the opportunity to lead on areas of work whilst also providing support across the team, help in the development of systems and procedures that support the organisation and its partners to enable sport in Wales to thrive. 

Main Duties

To support the governance and people development team with the development and implementation of a new capability framework for all partners Sport Wales funds. 

To manage and support governance risks as they occur and to proactively support partners to ensure that risks can be mitigated as soon as possible. 

To coordinate partner requests for governance support and liaise with consultants, or subject matter experts, to support partners.  This will be across multiple partners and support mechanisms. 

To support the ‘sector resilience’ work by organising meetings, holding 1-1 conversations with partners to identify development needs and support the work as needed. 

To support the processes for awarding and monitoring investment and support the team to ensure that they are followed with accurate offer letters, payments made, and all audit requirements met. 

Collate financial information including providing budgetary information and assisting in financial planning and management information for all business areas. 

To provide administrative support across the team including arranging and attending meetings, taking notes, assisting with decision making, organising travel and accommodation requirements. 

To take responsibility for all external invoices including consultancy contract payments and the monthly reconciliation of the company credit card.

Understanding of sport in Wales.

Knowledge of Microsoft Word and Excel.

Ability to communicate in Welsh, both written and spoken. 

Knowledge of Finance systems (e.g. IRIS, CCGT and Barclaycard).
